Understanding the system and everyone's role
What exactly is a service voucher?
Think of it simply as a payment method reserved for certain household services. You do not pay your housekeeper's salary directly. Instead, you purchase service vouchers through the official Brussels system managed by Pluxee, and those vouchers are then used to pay for the hours worked.
- Your housekeeper works for 3 hours → 3 service vouchers.
- She works for 4 hours → 4 service vouchers.
- She works for 5 hours → 5 service vouchers.
The system is subsidised by the Brussels-Capital Region. This is what allows private individuals to legally receive household help at a regulated price.
Limpea, Pluxee, service vouchers… who does what?
This is probably the part that causes the most confusion. So let's keep it simple.
Limpea
Limpea is your approved service-voucher company. You come to us to find your housekeeper, and we take care of her contract, your schedule and the follow-up of your services.
Pluxee
Pluxee manages the service-voucher payment system in Brussels. This is where you create your account, purchase vouchers and check your balance.
You
You choose the days and times that work for you, make sure you have enough service vouchers available, and enjoy a home that is looked after regularly.
In short: Limpea takes care of your housekeeper; Pluxee takes care of your service vouchers.
The 2026 voucher price and what a month really costs
How much does a service voucher cost in Brussels in 2026?
Since 1 January 2026, the prices in the Brussels-Capital Region are as follows:
| Service vouchers per year | Price per voucher | Price per hour |
|---|---|---|
| 1st to 300th | €11.40 | €11.40 / hour |
| 301st to 500th | €14.00 | €14.00 / hour |
For a standard user, the maximum allowance is 500 service vouchers per calendar year.
What about a household?
When several adults are officially registered at the same address, the household can order up to 1,000 service vouchers per year: 600 vouchers at €11.40, followed by 400 vouchers at €14.00.
Some users are also entitled to specific allowances, particularly in certain situations involving disability or single-parent families.
The voucher price is not always the final price
Here is an important detail that many new users only discover after registering. Brussels regulations allow an approved company to charge certain additional fees, such as administration fees, provided they comply with the applicable rules and are clearly communicated to the customer.
Are service vouchers still tax-deductible?
In other words, if you purchase a service voucher for €11.40 in 2026, the actual cost to you is €11.40.
How much does a housekeeper cost per month?
It simply depends on how many hours you need. Here are a few examples to give you an idea.
| Frequency | Approx. | Average cost* |
|---|---|---|
| 3 hours every week | 13 hours per month | ≈ €148 / month |
| 4 hours every week | 17.3 hours per month | ≈ €198 / month |
| 5 hours every week | 21.7 hours per month | ≈ €247 / month |

Do I need a Pluxee account before contacting Limpea?
Who can use service vouchers in Brussels?
- be a private individual;
- be at least 18 years old;
- have your main residence in Belgium;
- use the system corresponding to the Region where you live.
If your main residence is in the Brussels-Capital Region, you therefore use Titres-Services Bruxelles.
What a housekeeper can — and cannot — do
Service vouchers are not just for vacuuming. However, the system is specifically intended for private household help, which means it does not cover every type of work that may be carried out in your home.
Allowed
- Cleaning your home
- Cleaning windows at a safe working height
- Ironing
- Small sewing tasks related to household linen
- Preparing meals
- Household shopping outside the home
Not allowed
- Gardening
- Painting
- Repairs and renovation work
- Washing a car
- Childcare
- Caring for or looking after elderly or ill people
- Cleaning connected to a professional activity
Can I have my office cleaned?
No. Services must meet your private household needs. Service vouchers cannot be used to clean an office, professional practice or any other premises connected to your professional activity.
What about windows?
Yes, provided they can be cleaned safely at a reasonable working height. Window cleaning is one of the permitted activities, but your housekeeper must be able to work safely. She may climb no more than two steps on a stable stepladder. This means she can clean windows that are accessible from the floor or from those two steps — never from a window ledge, a ladder, or while sitting on a windowsill. She may also not clean windows from outside the home, whether from the street, a balcony on another floor or a roof. This is a matter of both safety and insurance.
Electronic or paper vouchers: which should you choose?
Both formats are still available in Brussels.
Electronic vouchers
- No paper vouchers to fill in
- No risk of losing your vouchers
- Check your balance online
- Confirm services from your user account
- Orders starting from just one voucher
Paper vouchers
Paper vouchers are still available in Brussels, but the minimum order is 10 vouchers, corresponding to €114 at the first-tier price.
Approved companies in Brussels may also choose not to accept paper vouchers.
Validity, agreement and equipment
How long are my vouchers valid for?
Do I need to sign an agreement with the agency?
Yes. Since 2025, an agreement between the user and the approved company has been mandatory for household services carried out in the home. If you are a new customer, it must be signed before services begin — at Limpea, we guide you through this step.
Who provides the cleaning products and equipment?
You should provide the equipment and products your housekeeper needs to work properly. A vacuum cleaner, mop, bucket, cloths and suitable cleaning products should all be available during the service. Good equipment does not just help achieve better cleaning results — it also makes your housekeeper's job easier.
What sets us apart from other approved companies
So where does Limpea fit in?
You could register for service vouchers and then find yourself asking a very simple question: "All right… but where do I actually find my housekeeper?" That is exactly what we are here for.
Limpea is an approved service-voucher company in Brussels. You tell us what you need, and we look for a housekeeper who matches your area and availability.
- 1 hour = 1 service voucher
- No additional administration fees
- Someone to contact whenever you have a question

- Support in the event of a change or absence
Our aim is quite simple: you should not have to become a service-voucher expert just to have a clean home.
